OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION: An agency of the U. S. Department of Labor, established in 1970, that's charged with regulating workplace safety and job-related worker health. It has the authority to imposed health and safety rules and, much to the displeasure of businesses, inspect workplaces to ensure that the rules are followed. Some (second estate) critics argue of their rules are unneeded, overzealous, and counter-productive. Other (third estate) critics say that their rules are neither stringent enough nor adequately enforced.

CONSUMER CONFIDENCE INDEX: A measure of consumer attitudes, preferences, and expectations concerning the state of the economy and business cycle conditions that is compiled each month by The Conference Board. The Conference Board is also responsible for compiling the leading, coincident, and lagging economic indicators. The Consumer Confidence Index is one of two primary measures of consumer attitudes. The other is the Index of Consumer Sentiment developed by the University of Michigan. BALANCE OF TRADE The difference between the value of goods and services exported out of a country and the value of goods and services imported into the country. The balance of trade is the official term for net exports that makes up the balance of payments. The balance of trade can be a "favorable" surplus (exports exceed imports) or an "unfavorable" deficit (imports exceed exports). The official balance of trade is separated into the balance of merchandise trade for tangible goods and the balance of services.
